Fishing lease allocations, procedure and evaluation criteria

The allocation of State fishing leases is a procedure governed by the Environment Code and renewed every five years. It concerns the leasing of fishing rights on public rivers and state-owned waters, for professional fishermen, amateur anglers using gear and nets, and approved associations for fishing and protection of the aquatic environment (AAPPMA).

Fishing lease allocation procedure

Prefects draw up specifications for each département, setting out the terms and conditions for operating fishing lots, based on a national model approved by interministerial decree. These specifications are submitted for approval to the departmental technical fishing commission and, for professional fishing, to the relevant basin commission.

Interested associations or professional fishermen must submit an application to the prefect, accompanied by the supporting documents specified by decree. Applications must be submitted at least four months prior to the expiry of current leases.

Examination and selection

The relevant commissions examine the applications, assessing the candidate's ability to manage fish resources sustainably and combat poaching.

For associations that are already tenants, you must be able to justify the actions carried out (fish farming, anti-poaching, lot improvements) and have sufficient financial resources to continue these actions.

Allocation and signature

The prefect allocates leases, notifies decisions and has the new tenants sign the specifications.

Various criteria are evaluated, such as :

  • Ability to manage fish resources sustainably (management plan, concrete actions)
  • Involvement in the fight against poaching
  • Improvements made to the lot during previous rentals
  • Adequate financial and human resources
  • Proposed operating program
  • Compliance with regulatory requirements and specifications
